ChatGPT Pro costs $200 a month in the U.S. before tax, ten times the price of Plus. That difference is the whole story for many people: the same card that pays for Plus without trouble gets “Your card has been declined” or “Payment was not approved” on Pro. A large charge from a foreign merchant hits limits and fraud checks that a small one never reaches. This guide covers why a ChatGPT Pro payment is declined, the free fixes to try first, and what to do if you still can't pay for ChatGPT Pro.

Why a large foreign charge gets declined

ChatGPT is paid through Stripe. When a payment fails, Stripe gives OpenAI a decline code, and you see a short sentence. The codes that matter most for a large charge:

  • Card and bank limits. Many banks set a separate, lower limit for online or international payments, per transaction, per day or per month. In some countries the caps are national: Egyptian banks capped foreign-currency card spending again in March 2026, naira cards in Nigeria are often declined by foreign merchants because of FX limits, and Pakistan's central bank caps foreign spending on cards. A $20 charge can fit under such a cap; a $200 one is far more likely not to.
  • Not enough balance. Stripe's insufficient_funds is “The card has insufficient funds to complete the purchase.” On a debit or prepaid card, tax, currency conversion and a foreign transaction fee are added on top of the plan price. The total can end up above $200 in your own currency; our guide to prices with tax shows where the extra comes from.
  • Fraud checks on an unusual amount. generic_decline is “The card was declined for an unknown reason or Stripe Radar or Adaptive Acceptance blocked the payment.” A first, large payment to an unfamiliar foreign merchant is exactly what bank fraud systems are built to stop. Stripe also tells merchants to show fraud, stolen-card and blocklist declines as a generic decline, so the screen can't tell you which one it was.
  • 3D Secure. authentication_required: “The card was declined because the transaction requires authentication such as 3D Secure”. If the bank's approval request never arrives, or you approve it too late, the payment fails. In Japan, 3D Secure has been mandatory for online shopping since the end of March 2025.
  • Prepaid and virtual cards. Stripe lets merchants write rules on card_funding, “Whether the card is a prepaid, debit, or credit card.” Forum users report prepaid Mastercards, Wirex cards and gift Visa cards declined on ChatGPT. Prepaid cards also tend to have their own top-up and per-payment caps.
  • Currency. currency_not_supported: “The card doesn't support the specified currency.” Some local cards can't pay in U.S. dollars at all.

Merchants can also block a payment when the card's country doesn't match the country of the connection. That is not something to fix by changing where you appear to be: OpenAI's help centre says paying with a payment method from an unsupported country, or using ChatGPT from one, can get an account blocked. No VPN, no foreign address.

Free fixes, in this order

  1. Look in your bank app first. If you see a refused payment to OpenAI, the bank stopped it and only the bank can change that. If nothing shows at all, the refusal more likely happened at the processor, and the steps on the card type below matter more.
  2. Raise the online or international limit. Many bank apps let you change the limit for online and foreign payments yourself, sometimes only for a day. Set it comfortably above the Pro price plus tax and fees, pay, then set it back if you like.
  3. Tell the bank the charge is coming. Call or message the bank, say you are about to pay OpenAI for a ChatGPT subscription in U.S. dollars, and ask them to allow it. This is the most direct fix for a fraud block.
  4. Be ready for 3D Secure. Keep the bank app open and signed in, and approve the request as soon as it appears. If none appears, ask the bank whether 3D Secure is active on the card.
  5. Check the full amount. Make sure the balance or credit line covers the plan with tax, currency conversion and any foreign transaction fee, not just the list price.
  6. Use a credit card from a regular bank. A credit card often has higher limits for foreign payments than a debit or prepaid card. Use your own card on your own account; our “Your card has been declined” guide explains why one card for several accounts is a bad idea.
  7. Retry once, not ten times. Repeated declines on the same card can make both the bank and the processor more suspicious. Fix one thing, then try again.
  8. Use a local method if the checkout shows one. OpenAI's help centre lists local options in some countries, such as UPI in India, Pix in Brazil and GoPay in Indonesia. The full list and the bank-side fixes are in our “Payment was not approved” guide.

If the bank says it approved nothing and blocked nothing, your limits are high enough and the card is a regular credit card, the remaining cause is usually on the merchant side, and another of your cards may fail the same way.

Why does my card pay for ChatGPT Plus but not ChatGPT Pro?

Pro is ten times the price of Plus. A card can pass a small foreign charge and still hit a per-transaction or monthly limit, run short of balance once conversion fees and tax are added, or trip the bank's fraud check on an unusually large payment.

Is my ChatGPT account flagged after a declined Pro payment?

No. A refused payment by itself does not mean anything happened to your account. It means the charge did not go through.

Can I pay for ChatGPT Pro with a prepaid card?

OpenAI has not published a rule for ChatGPT subscriptions, but forum users report prepaid cards being declined on ChatGPT, and Stripe lets merchants block cards by funding type. Prepaid cards also often have top-up or per-payment caps.
